Routed proofs produce a handoff record, tracked through to completion.
Data is polled every 5 seconds from public.clearing_house_public_activity. The underlying routing_decisions and handoff_records tables are service-role only; the view strips evidence_refs, routing_ref, adapter_key, handler_ref, metadata, and any field that could identify a merchant, user, or agent.
